Reclaiming Europe - is the FSR (part of) the solution?

This article examines the implementation and enforcement of the European Foreign Subsidies Regulation (“FSR”) in EU public procurement and, against the wider EU political landscape, considers what part it should play in driving the EU’s competitiveness agenda. We conclude that while the FSR is a powerful tool which can help the EU take action to protect its competitiveness, this is just one part of the picture. Reform is needed across the EU’s competition and industrial policies, and more broadly, to better support strategic industries and reduce dependencies on overseas markets, such as through more R&D or State aid support.
