Legislative instruments protecting freedom of expression in Europe - an overview

Freedom of expression is a foundational value shared across European nations, and this is reflected in the regulatory policy of both the European Union and of the Council of Europe. In response to the profound transformations and emerging challenges in public communication over the past decade, the European Union has adopted a comprehensive regulatory framework, which this article outlines in brief. Concurrently, the Council of Europe has contributed through the development of progressive soft law instruments. This article examines the underlying logic and structure of the evolving regulatory landscape, referencing key legal instruments, case law, and other relevant resources.
