<p>The Schengen Agreements initially resulted from a bilateral agreement between France and Germany. The Benelux countries (Belgium, Netherlands, Luxembourg) brought to this initiative the experience of more than 25 years of cooperation in a territory without internal border controls. This analysis covers the period from the negotiation of the Schengen agreements to the integration of the Schengen <i>acquis</i> into the European Union by the Treaty of Amsterdam.</p>
