Opposing windmills or embracing opportunities. A Cultural Theory lens to address conflicting interests and preferences in the coastal zone

In a narrow coastal strip with already many functions combatting for necessary valuable space, the government wants to build a large scale wind park, to reach sustainability-goals. What are the responses of the involved parties (economic, ecologic, social, recreation) and interests on this initiative and how can they be addressed in Cultural Theory’s vocabulary? Integration of an extra function leads to a variety of reactions of all involved parties. What can be done to keep every party on board? This article describes this dilemma and the solution that is found to build a large scale wind park on the edge of an important industrial harbour area (Maasvlakte2 in Rotterdam), on the edge of a Natura2000 area and also in a recreational hot spot and in a flood defense system. The interactions, the attempts to change the discourse and this process as seen through the eyes of the respective parties will be described and addressed. Cultural Theory also addresses why some arguments don’t count for propositions from the various quadrants that describe this theory.
