The protection and restoration initiatives for mangroves have become the integral components of forestry policies over the past few decades in Vietnam as mangroves have been under the threat from various socio-economic factors and climate change. This study analyzes the factors influencing households’ willingness to pay (WTP) for mangrove protection among the two subsistence user groups in Hai Phong City, Vietnam (fishermen and local residents). The contingent valuation method (CVM) is utilized to estimate the WTP of user groups for perceived benefits of mangrove ecosystems. The mean WTP for all respondents is estimated to be 360,000VND (USD 15) of which the fishermen’s WTP is approximately 523,000 VND (USD 21.79) while local residents’ WTP is only 40,000 VND (USD 1.67). The results revealed that each user group would be willing to contribute to the mangrove protection initiatives for different reasons. The respondents’ household income, education background and perception of the benefits of mangroves were significant positive factors. The paper concludes that users’ needs, perceived mangrove benefits, different bid values assigned to the different user groups, and the transparency of the trust fund, the presence of comprehensive monitoring mechanisms must be carefully considered during the process of developing and designing the protection programs in order to enhance community participation.

摘要
