摘要

In the face of digitalization, decarbonization and demographic change, the economy and society are facing major changes at the beginning of the 21st century. As a key player in the German labor market, the Federal Employment Agency aims to play an active and forward-looking role in shaping this transformation process. To meet these challenges, the Federal Employment Agency must, on the one hand, expand its innovative capacity and, on the other hand, safeguard and optimize its current core business in order to cushion acute crises (pandemic, war). How can the balancing act between innovation and agility on the one hand and stability, efficiency and crisis management mode on the other be achieved? One current approach to dealing with this tension is ambidexterity. Management plays a decisive role in shaping ambidextrous organizations. It has the central task of dynamically balancing between change and stability. However, ambidexterity research on the topic of leadership is still in its infancy. Based on a synoptic analysis of a wide variety of leadership theories, the Federal Employment Agency has developed and introduced an ambidextrous leadership model, which we will present in the following article.
