<p>The integration of Muslim minority groups in Germany is conditioned by cautious policies of recognition. Oscillating between policy approaches that treat Muslim communities in Germany as a risk but also as a resource, the paper attempts to answer two fundamental questions: the degree of responsiveness of the German legal and policy landscape to religious pluralization and the protection of minority faith groups but also the extent to which the public role of minority religions creates a window of opportunity for Muslim faith groups in Germany. Following a brief introduction outlining the features of religious pluralization in Germany, the analysis develops a German conditional recognition approach of Islam, relying on Lundgren’s theoretical framework of religion as resource. To this effect, the paper discusses the domesticating approach to governing Islam as an evolving process and then offers a short illustration of the approach through the establishment of Islamic theology programmes in German higher education. Lastly, some concluding remarks are offered laying out the implications of the approach adopted towards Muslim groups in Germany.</p>
