Background <p>The frequency of alcohol, nicotine, and energy drink consumption among people with intellectual disabilities is now comparable to that within the general population. Self-determined and health-conscious use of substances and making health-competent decisions play an important role due to increasing inclusion and normalization.</p> Objective <p>The SKoL project (substance competence toolbox; November&#xa0;01, 2021–February&#xa0;28, 2024) aimed to&#xa0;(1) strengthen knowledge competence in the area of substance use, especially regarding alcohol, nicotine, and energy drinks, by developing a&#xa0;toolbox with various materials and an app and (2)&#xa0;to expand users’ competence to act (application of factual knowledge) in the area of substance use.</p> Methods <p>The project was divided into three phases: (1)&#xa0;preparatory phase with a&#xa0;status quo survey, focus groups, and testing workshop; (2)&#xa0;development phase of the toolbox and app in the form of 11&#xa0;creative workshops; and&#xa0;(3) testing phase of the toolbox and app in two testing groups. An inclusive working group (<i>n</i> = 8&#xa0;people with intellectual disabilities, <i>n</i> = 3&#xa0;disability care professionals) was involved in the entire process of participatory toolbox development. The SKoL project was scientifically evaluated throughout all three phases of the project (before and after surveys in easy language, focus groups and interviews with professionals in the areas of living and working, world café with professionals from disability and addiction support). At the end of the project, the toolbox was tested in terms of applicability and satisfaction by two test groups under the guidance of specialists for the substance energy drinks. The result is a&#xa0;toolbox with analog and digital elements, an app, a practical guide for the sustainable use of the toolbox and app, and a&#xa0;website that makes the products available for download.</p> Results <p>An analog and digital toolbox for the informed use of substances and strengthening of health literacy regarding substance use was developed for users. The toolbox takes into account user group-specific features, e.g., lifeworld-related examples, plain language, repetitive elements, different formats for building knowledge and action competence (information materials, quiz questions, tasks, and self-awareness), the two-senses principle through illustrations/pictograms and read-aloud function, and use independent of time and place as an individual user or as a&#xa0;group.</p>
