Background and research question

Social crises such as the coronavirus pandemic, the energy crisis and the refugee crisis demonstrate the need to establish resilient structures and processes for crisis prevention and management. Interventions to promote resilience at neighbourhood level must take into account complex structures and processes as well as diverse needs and challenges. It is therefore crucial to involve citizens at an early stage in order to develop effective and sustainable resilience strategies. This was conducted in a study as part of the scientific support of a newly founded resilience centre.

Study design and research method

A participatory photovoice study was used to determine the needs of the citizens of a vulnerable neighbourhood regarding crisis and emergency preparedness at the individual and neighbourhood level. The results were analysed using a thematic analysis.

Results

The results show that individual emergency preparedness cannot work without community support. Citizens emphasise the importance of stockpiling, accessible places of protection, reliable social relationships and positive thinking with regard to crisis and emergency preparation. However, they also show a clear need for information dissemination and networking.

Discussion

It became clear that citizens perceive a high level of personal responsibility. There are gaps in knowledge and a need for information on the part of citizens, which is why support from municipal authorities is necessary. The study highlights the need to actively involve municipal decision-makers to strengthen resilience at a behavioural and relational level.

Conclusion

The findings provide important impetus for municipal authorities and the resilience centre. Through comprehensive preparation at various levels, communities and systems can strengthen their resilience in the face of crises and emergencies.
