<p>Although numerous studies have examined the relationship between legislative initiatives and the policymaking process, few have empirically linked them to policy implementation. This paper investigates the impact of Local People’s Congress (LPC) bills and Local Chinese People’s Political Consultative Conference (LPPCC) proposals on the implementation of environmental policies at the local level in China. Using a novel dataset and spatial econometric methods, we find that LPPCC proposals serve as the primary mechanism for promoting environmental policy implementation, while LPC bills exhibit a significant dampening effect. Spatial spillover analysis reveals that LPPCC proposals enhance environmental policy enforcement in geographically adjacent and economically similar regions. By bridging the gap between legislative activity and policy implementation, this study offers new insights into government responsiveness in China and contributes to the broader literature on governance and policy implementation.</p>
