Evaluating management effectiveness of protected areas in Iran: insights from RAPPAM methodology

In this study, we conducted a comprehensive assessment of the management effectiveness of protected areas in Kermanshah Province, Iran, employing the Rapid Assessment and Prioritization of Protected Area Management (RAPPAM) methodology. Our evaluation utilized 16 targeted questionnaires that examined critical management components, including context, planning, inputs, processes, and outputs. Data analysis was performed using Excel and SPSS statistical software. The results highlighted significant pressures and threats to these protected areas, with illegal hunting and fishing (35.11%), drought and fire (25.89%), and land destruction and occupation (20.23%) identified as the most pressing concerns. Overall, the management effectiveness of the protected areas was rated as moderate, with an average score of 53.55%. Among the assessed areas, Bisotoun Wildlife Refuge demonstrated the highest effectiveness at 59.82%, while Ghalajeh Protected Area exhibited the lowest at 46.39%. Notably, the planning component scored highest with an average of 3.04 out of 5, outperforming other indicators such as context (2.85), outputs (2.64), processes (2.55), and inputs (2.21). Statistical analyses revealed no significant differences in management effectiveness between wildlife refuges and protected areas (P > 0.05). To prioritize conservation efforts and enhance management effectiveness, we categorized the studied areas into four priority levels based on their biological significance and vulnerability; all were classified as having high biological importance with low vulnerability. These findings offer a crucial framework for managers to implement effective strategies aimed at improving conservation outcomes in protected areas.
