Extended TOPSIS method with regret theory in dual hesitant fuzzy linguistic environment for multi-criteria decision-making

This paper addresses the challenges of handling hesitant and uncertain evaluation information in multi-criteria decision-making (MCDM) caused by complex social environments and vague human cognition. An extended Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method integrated with regret theory within a dual hesitant fuzzy linguistic (DHFL) environment is proposed. Firstly, some basic definitions of dual hesitant fuzzy linguistic term set (DHFLTS) and regret theory are introduced. Secondly, the MCDM problem with dual hesitant fuzzy linguistic elements (DHFLEs) is described. Thirdly, the detailed step-by-step procedure of the extended TOPSIS method is described. Finally, an illustrative example is used to demonstrate the practicality of the extended TOPSIS method. Additionally, sensitivity analysis and comparative analysis are conducted to verify the reasonableness of the extended TOPSIS method. The sensitivity analysis results show that the extended TOPSIS method is relatively insensitive to the change of weights, which proves the stability of the method. Moreover, the comparative analysis results prove the reasonableness of this method, which can be used to solve the DHFL MCDM problem.
