<p>The strategic manipulation behaviors by secondary users (SUs) in cognitive radio networks lead to degradation the quality of service for non-cheating users, posing a realistic challenge. To analyze the performance of channel allocation protocol under different strategic manipulations, a multi-dimensional evaluation framework is designed. The proposed framework is able to derive closed-form expressions for performance indicators such as throughput and data packets loss rate, achieving independent evaluation of SUs by configuring the arrival process, potential cheating behaviors and transmission modes of SUs. To achieve rational allocation of spectrum resources among SUs, based on the concept of market design in economics, an improved top trading cycles (ITTC) channel allocation protocol is proposed. Numerical results of experiments show that the ITTC protocol can effectively safeguard the benefits of non-cheating SUs in the presence of strategic manipulation behaviors compared with the existing protocols. Consequently, this study offers a practicable solution approach for responding to the strategic manipulation behaviors of SUs.</p>
