Critical Examination and Assessment of Government Policies on Green Hydrogen: Entrepreneurial Challenges in Renewable Energy Sector

Iran's renewable energy sector, particularly its emerging green hydrogen initiative, faces major entrepreneurial and policy challenges that constrain its development. Despite vast solar and wind resources, renewables contribute less than 1% to Iran’s total electricity generation. Although previous studies have examined renewable energy potential, hydrogen technologies, and energy transition pathways, limited attention has been given to the systemic interaction between government policy gaps and entrepreneurial barriers in Iran’s green hydrogen sector. To address this research gap, this study examines systemic barriers to green hydrogen adoption using Critical Systems Heuristics (CSH) and Grey EDAS methodologies. Key obstacles include inadequate infrastructure, limited financial incentives, weak regulatory frameworks, fossil fuel subsidy distortions, and skill shortages in the renewable energy sector. Findings suggest that strategic reforms are essential to attract private investment, strengthen institutional capacity, and align Iran’s efforts with Persian Gulf neighbors advancing in renewable energy. The study also identifies a critical practical gap: the lack of detailed regional data, which hampers understanding of local dynamics. Additionally, the influence of geopolitical factors on energy policy remains difficult to quantify. Addressing these issues is vital for designing more effective policies and enabling a sustainable transition. Future research should explore regional pilot projects and assess the long-term economic impacts of green hydrogen adoption, particularly its role in decarbonization and energy export diversification.
