<p>The paper considers principles of design and construction in subsidence soils, comprising the possibility or impossibility of the soaking of subsidence soil foundations. The factors providing the application of the “impossibility of soaking” principle are presented. The paper denotes the feasibility of the elaboration of the codes regulating the engineering preparation of the territory, works execution, and operation of the foundations constructed in subsiding soils. Emphasis is placed on the need for organizational and financial support by operating organizations for the operational technical condition of structures on subsidence soils.</p>
