High-tech entrepreneurship in regional innovativeness: the role of government innovation intervention

Despite recent evidence linking high-tech entrepreneurship to regional innovation performance, the mechanisms driving this relationship remain under-explored. This study addresses the knowledge gap by investigating how high-tech entrepreneurship affects regional innovativeness, with a particular focus on two substages: knowledge production and technology transfer. The study also investigates the moderating effect of government innovation intervention on this relationship. Based on data from 284 cities for the period 2008–2018, our empirical findings reveal that high-tech entrepreneurship significantly enhances knowledge productivity. However, its impact on technology-transfer productivity exhibits an inverted-U pattern, suggesting that the positive effects of high-tech entrepreneurship on technology transfer begin to diminish beyond a certain threshold. Government innovation intervention positively moderates this inverted-U relationship, enhancing the benefits of high-tech entrepreneurship.
