<p>Organizations increasingly depend on data governance to ensure data quality, security and accountability. However, the limited availability of validated instruments for assessing data governance maturity, particularly in ecosystem-based settings, constrains empirical research and cross-organizational comparison. This study develops and validates a measurement instrument for data governance maturity grounded in three theoretical mechanisms (structural, procedural, relational) that represent data governance practices. The instrument was refined through expert review and card-sorting procedures and empirically tested using Item Response Theory, applying the Graded Response Model to data from 317 professionals involved in their organizations’ data ecosystems. Results indicate adequate item discrimination and a consistent hierarchy of difficulty parameters, showing that structural practices emerge at lower maturity levels, while relational mechanisms are associated with higher levels of governance development. The test information curve demonstrated greater precision at intermediate maturity levels. The validated instrument provides a theoretically consistent and empirically robust tool for measuring data governance maturity, supporting comparative analyses and guiding research on data governance within interorganizational ecosystems.</p>
