Beyond Compliance: Eco-Centric Values and Voluntary Environmental Behavior in Public Organizations

Despite increasing recognition of the environmental consequences of organizational activities, research on voluntary environmental contributions by public employees remains limited. This study examines eco-helping Behavior discretionary actions by public employees that support environmentally responsible practices through an integrated theoretical framework combining the Value–Belief–Norm (VBN) theory and the Norm Activation Model (NAM). Specifically, it investigates how eco-centric values shape an ecological worldview, which in turn influences eco-centric attitudes and ascribed responsibility, ultimately driving voluntary environmental Behavior. Direct and mediated pathways are examined to capture the sequential moral–cognitive process. Survey data were collected from 410 public employees in South India, and structural equation modeling (SmartPLS) was used to test the proposed model. Findings indicate that eco-centric values and worldviews exert significant positive effects on voluntary environmental behavior, with attitudes and responsibility serving as partial mediators. The study contributes to public administration and personnel management by elucidating the motivational foundations of employee pro-environmental behavior beyond formal compliance. Practically, it offers guidance for public managers seeking to embed sustainability into everyday work practices, thereby enhancing organizational performance and societal environmental outcomes.
