Integration of Indonesian Research and Development Institutions: Politico-Administrative Coalitional Work in Historical Institutionalism

The recent phenomenon of the integration of Indonesia’s government research and development institutions into a single agency presents an intriguing case for examination within the field of public administration. Utilizing a strategic relational approach that is rooted in the critical realism tradition, this article contributes to the context of agency in historical institutionalism, positing that institutions are historical outcomes of political legacy struggles. The political vision regarding the existence of a public institution opens a space for technocratic vision contestation, leading to compromises and creating politico-administrative coalitional work to enact change or maintain the existence of public institutions.
