Exploring the Antecedents of Conscientious Administrative Behavior in the Public Sector: A Qualitative Inquiry

This qualitative study explores the antecedents of Conscientious Administrative Behavior (CAB)—morally motivated actions under institutional constraints—in Iran’s public sector. Drawing on semi-structured interviews and observations with 80 officials across 16 ministries, findings reveal CAB as rooted in personal ethical foundations, mediated by organizational leadership and norms, institutional political pressures, environmental economic stressors, and adaptive learning from experiences. CAB emerges as a distinct, risk-aware ethical agency, differing from Organizational Citizenship Behavior by emphasizing subtle resistance in high-risk settings. Contributions include a multi-level framework refining ethical theory for constrained bureaucracies.
