E-Government & the Concept of Evidence Based Monitoring for Effective Governance: A Case of Punjab, Pakistan

Developing countries pursue better governance and service delivery through monitoring and evaluation systems at multiple levels, emphasizing evidence-based approaches supported by Information Technology (IT). E-government platforms generate insights into program operations, impacts, and effectiveness, shaping policy, accountability and performance-based budgeting. In Punjab, Pakistan, despite major investments in digital monitoring, questions remain about their ability to address absenteeism, inefficiency and service gaps. This study investigates evidence-based monitoring in Punjab’s public sector, exploring implementation, impacts on governance and service delivery and the challenges and enabling conditions that shape success, offering insights into digital governance reforms in developing contexts.
