Is the European Union’s Cohesion Policy Based on the Stakeholder Theory?

This article is an attempt to analyse Cohesion Policy through the lens of Stakeholder Theory. Based on experiences, documents and evaluation studies, a model was developed consisting of a stakeholder map and a matrix. A regional programme (2014–2020) was used as an example. The results of the model confirmed that contemporary cohesion policy has values, principles and tools derived from Stakeholder Theory. However, a number of mechanisms were identified that make these participatory solutions of only apparent use in many areas because successive reforms have centralised Cohesion Policy and marginalised the role of stakeholders.
