Sustaining Inter-Organizational Learning: A Conceptual Paper

This paper develops a conceptual framework for sustaining inter-organizational learning (inter-OL) in public organizations addressing complex challenges. A targeted literature review reveals a lack of studies on sustaining inter-OL in the public sector. Drawing on theories of inter-organizational relations, knowledge creation, and absorptive capacity, a seven-phase, multilevel framework is proposed. The framework illustrates how organizations can initiate, internalize, and institutionalize inter-OL. Sustaining such learning requires matching problem type, relationship form, and absorptive capacity. The framework contributes originality by advancing theory and offering practical guidance for public organizations navigating complex and dynamic societal challenges.
