<p>With the crisis in the Brazilian electricity sector in May 2001, many questions were raised regarding the reforms carried out in the sector - privatization. Here we will emphasize two of them. The first referred to the type of development strategy chosen by the government (Fernando Henrique Cardoso) which consisted of privatizing public services. The other referred to the analysis of the crisis itself (blackouts), that is, what factors and/or causes had caused it? Was the crisis an inevitable process or a result of choices and options made within the government to implement market-oriented reforms in the electricity sector?</p>
