How Public Service Motivation, Red Tape, and Job Satisfaction Shape Innovation: Evidence from the Nepalese Civil Service

This study examines how public service motivation, red tape, and job satisfaction influence innovation within the Nepalese Civil Service, using survey data from 858 civil servants. The study finds that higher job satisfaction significantly increases the likelihood of innovation. In contrast, organizational red tape negatively impacts innovation, underscoring how bureaucratic barriers can stifle creativity. When divided into altruistic and utilitarian components, public service motivation shows no significant relationship with innovation. This lack of effect may stem from both motivations failing to provide sufficient incentives to take risks or challenge the status quo—key drivers of innovation.
