Inductors of Organizational Performance in the Public Sector: a Systematic Literature Review Employing PRISMA Guidelines

State-owned enterprises (SOEs) are often viewed as less performance-driven than private firms due to a lack of established public management theories and differing performance objectives. Despite their reputation for lower global competitiveness, it is crucial to understand what generates organizational performance and why it is under-rated to study this element concerning the public sector. To understand the paradox that fuels this gap, our study analyzes SOE organizational performance through a systematic review of 82 valid articles from ScienceDirect database, using PRISMA guidelines. Were identified 151 variables separated into nine inductors of organizational performance for SOEs.
