Balancing Duty and Wellbeing: A Study of Grassroots Civil Servants’ Performance Under Burnout

As China’s service-oriented administration reforms intensify work pressures, work-family conflict increasingly affects grassroots civil servants. Drawing on conservation of resources theory and work-family boundary theory, this study examines how work-to-family conflict and family-to-work conflict influence job burnout and performance using survey data from 237 participants. Results show both work-to-family conflict and family-to-work conflict significantly increase job burnout, with differential effects on performance by conflict type. Boundary control strategies mitigate work-to-family’s impact on burnout but exacerbate family-to-work conflict-related burnout. This research provides theoretical foundations and practical guidance for reducing burnout and enhancing performance among China’s grassroots civil servants.
