Local Government Organizational Resources for Improving Service Delivery in Punjab, Pakistan

This study examines key organizational resources affecting local government performance in Punjab, Pakistan, through the perspective of Resource-Based Theory. Using a mixed-methods approach, it surveyed 116 local government employees and interviewed 10. The analysis identified political influence, managerial incentives, human resources, and IT skills as pivotal factors, all statistically significant in impacting performance. The study recommends strengthening accountability systems by ensuring local bureaucrats are answerable to local elected representatives and devolving financial and administrative powers to elected local governments. These measures aim to enhance performance by addressing critical resource gaps and fostering efficient governance at the local level.
