Policy and Governance as Drivers of Enterprise Digitalization in Vietnam

This study explores the role of government-driven factors in digital transformation among Vietnamese enterprises. It synthesizes theoretical perspectives to create a framework covering aspects like regulatory frameworks, financial incentives, digital infrastructure, collaboration initiatives, and e-commerce governance. The research uses a mixed-methods approach, combining qualitative insights from secondary sources with quantitative survey data. Results show that 21% of firms are at the initial stage of transformation, 47% are in the developmental phase, and 32% have advanced digital integration. Regulatory policies and financial subsidies significantly promote advanced digital adoption, along with access to quality infrastructure and training programs.
