In the present study, a model for analyzing the performance of laser-based satellite uplinks that account for beam wander and atmospheric turbulence is presented. The developed scintillation index model is a continuation of the recent works considering the effects of non-Kolmogorov turbulence on the propagation of Gaussian beams across turbulent media. We specifically concentrate on the specific regime under the tilt-corrected beam wander.
