Integrating policy measures into the assessment of household livelihood resilience to climate change in the Pumqu river Basin, Tibetan plateau

In the context of climate change, enhancing household livelihood resilience (HLR) has emerged as a critical challenge, particularly in developing regions. However, previous studies on HLR assessment have often overlooked the role of policy interventions. To address this gap, this study develops a comprehensive evaluation framework for HLR that integrates both household endowment and policy interventions, examined across four dimensions: buffering capacity, self-organizing capacity, learning capacity, and policy measures. Based on a household survey conducted in July - August 2018 involving 701 households in the Pumqu River Basin (PRB), this framework is employed to quantitatively assess HLR levels and identify key constraining factors. The results demonstrate that the contribution of policy measures significantly surpasses that of other dimensions, underscoring the necessity of incorporating policy measures into HLR assessment. The average HLR value across the PRB is 0.242, with significant inter-county disparities: Nyalam county exhibits the highest level of HLR, followed by Dinggye county and Tingri county. Further analysis reveals that inadequate implementation of certain policy measures hinders HLR development, including the promotion of new crops and skills training. Key barriers related to household endowment include limited savings, insufficient leadership engagement, and low education levels of householders. These findings provide actionable insights for local governments seeking to refine resilience-building policies.
