In order to decrease the number of erroneous water management decisions, it is necessary to have a sufficiently strict metrological support for the studies of the composition and properties of natural waters. In this case, the application of ordinary methods requires the expansion of the scopes of hydromonitoring and increasing the accuracy of the accumulated data with an aim of guaranteeing their representativeness, including the ability to reflect general trends and transfer the results of investigations onto a broader range of objects. As a possible alternative to standard methods, it is proposed to analyze the accumulated measurement data by using fuzzy logic. A procedure of application of the methods and mathematical tools of fuzzy (multi-valued) logic to solving metrological water-ecological problems is developed and tested by using an example of water-quality assessment. By using fuzzy-logic methods, we studied the influence of four factors (causes), namely, “Leaching,” “Weathering and precipitations,” “Anthropogenic discharges,” and “Self-purification” on the effect factor “Decrease in water quality against the background” according to the five-level Harrington scale accepted for the statistical expert assessments. Variations of the quality of water depending on the four indicated factors were predicted by using the MatLab Fuzzy Logic software package. The procedure of assessment of the quality of natural water was tested on a specific example of adjustment of a fuzzy system aimed at the assessment of quality of water. It was discovered that the possibilities of errors still exist. However, they were made much lower by taking into account poorly formalized linguistic information from the experts in the field of hydrology. It is shown that the proposed procedure can be applied for the a priori assessment of possible consequences of the variations of factors deteriorating the quality of water with an aim to undertake preventive measures aimed at the optimization of the operation of water management systems.
