Measurement problems of conformity assessment in the quality infrastructure

The article briefly describes issues associated with the measurement problems of assessing conformity with requirements established in the quality infrastructure, including the requirements of GOST ISO/IEC 17025-2019 General Requirements for the Competence of Testing and Calibration Laboratories for the documentation and application of decision rules in determinative and check tests, taking possible risks into account. These issues can be divided into two groups: issues of methods for solving measurement problems that are still under discussion; issues of conformity assessment procedures that can be solved using control theory experience. The first group includes issues of measurement uncertainty and precision, inadequacy of measurement equations in the indirect method of measurement, loss of freedom from distribution by goodness-of-fit tests in the statistical testing of complex hypotheses, removal of outliers from measurement protocols, and terminological inconsistencies. It is shown that measurement problems of assessing conformity to requirements established in the quality infrastructure can be formulated as typical problems of the control theory. Therefore, the second group consists of issues that can be solved using methods for determining the completeness of control, setting tolerance limits for inspected parameters, and selecting the confidence level. This can help assess the risks of statistical assumptions, false accepts, and false rejects of conformity to established requirements based on the mathematical models of inspected objects.
