Open government data and firms’ open innovation: evidence from listed firms in China

As one of the most significant public policies of our time, open government data (OGD) has attracted increasing global attention. This study examines the impact of OGD policies on firms’ open innovation. Using data on Chinese listed firms from 2008 to 2022, we find that OGD policies implemented by local governments significantly enhance the level of open innovation among local firms. Moreover, the positive effect of OGD policies weakens in highly competitive industries but strengthens under conditions of high market uncertainty. By moving beyond prevailing government-centric perspectives in OGD research, this study advances understanding of the commercial value of OGD and extends the literature on the antecedents of open innovation.
