<p>Thirteen years after the 1999 Marmara Earthquake, in 2012, the “Regeneration Act for Disaster Risk Areas” was enacted to address the risk of earthquakes throughout Türkiye and to rebuild hazardous structures. The purpose of the act was not only to rebuild risky structures but also to “create healthy and safe living environments in accordance with scientific and artistic norms and standards.” However, even after the major earthquakes of 2023, a set of standards defining “quality criteria for residential settlements in urban regeneration” has not been established alongside the relevant Act. Therefore, the aim of this article is to fill this gap and propose an integrated quality assessment system to be used in theassessment of the renewed housing project. This goal was achieved in three steps. First of all, the quality criteria of target houses in urban regeneration were defined through literature reviews based on international standards and the local context. Then, the relationships and interactions between the criteria were analyzed using the Analytical Network Process (ANP) approach based on expert opinions. In the third stage, survey questions formed according to the ANP network model of the criteria were administered to property owners in the Kadıköy District of İstanbul Province. The research results confirm the existence of relationships between the criteria using the ANP approach, demonstrate these relationships, and display that the model works. Accordingto the survey results, the importance weights given by property owners to the main criteria and sub-criteria are presented by ranking. The model created with the ANP succeeded in measuring the quantitative weighting of qualitative criteria by presenting the housing quality criteria holistically.</p>
