Targeting for poverty reduction: some open questions
摘要
This paper celebrates the advances that have taken place over the last four decades in the analysis of targeting of anti-poverty expenditure, but highlights a series of open questions within a framework of Information, Incentives and Political Economy. The open questions are structured into five areas: (i) Intrahousehold inequality and targeting, (ii) Administrative costs of targeting, (iii) Interaction between optimal taxation and indicator targeting, (iv) Crises and targeted transfers and (v) Targeting, political economy and inequality of opportunity.
