Leveraging geospatial technology for flood inundation mapping and assessing vulnerability and risk in Agartala City, India

Floods rank among the most destructive natural disasters in the world, inflicting immense damage and profound socio-economic repercussions. Addressing this issue is crucial for protecting communities and ensuring a sustainable future. To address these challenges, advanced flood detection technologies, particularly synthetic aperture radar (SAR), provide enhanced capabilities for flood mapping and monitoring. This study utilized Sentinel-1A SAR data to generate near real-time flood inundation maps for Agartala city. Heavy rainfall from August 20 to 26, 2024, led to widespread flooding, with 374.49 ha inundated by August 21. Multi-criteria decision analysis (MCDA) was employed to evaluate flood vulnerability and risk. The vulnerability assessments indicated that 1179.59 ha, 1939.49 ha, 798.62 ha, and 225.37 ha are classified as low, moderate, high, and very highly flood-vulnerable areas, respectively. The flood risk assessment for Agartala city shows that only 280.92 ha fall within the very high-risk zone, while 1160.48 ha are categorized as low-risk zones. This research highlights the importance of flood inundation mapping, flood risk assessments, and structural resilience in flood-prone areas. It emphasizes the need for a comprehensive flood management approach that integrates early warning systems, scientific modeling, and both structural and non-structural measures. Moreover, proper urban planning, community preparedness, and the use of flood-resistant materials can significantly mitigate flood damage. The findings of this study are crucial for effective disaster management and urban resilience planning in flood-affected regions.
