<p>Poverty reduction is a global challenge. Even after the eradication of absolute poverty, regional relative poverty (RRP) persists due to insufficient and unbalanced regional development, which hinders regional sustainable development. Although extensively studied, there is a limited systematic theoretical framework to guide RRP governance from a geographical and regional perspective. This study introduces the Impoverished Areal System (IAS) to analyze the connotation of RRP and constructs an RRP governance framework based on the "level-type-mechanism-pathway." To enhance the framework's scalability and effectiveness, we adopted a method to achieve a multi-scale assessment of the IAS development level based on multivariate geospatial data and simultaneously considered the dominant influencing factors of different RRP types and the forms of mutual influence between different subsystems. The empirical study conducted in Kaiyuan City, a typical karst region in China, indicated that the development levels of Kaiyuan City's environmental subsystem (ENS), social subsystem (SOS), and economic subsystem (ECS) exhibited mutually restrictive spatial distribution patterns. Seven RRP types were identified based on the development levels of different villages. The factors causing poverty in different RRP types vary, but environmental factors were dominant. A critical challenge for Kaiyuan City's RRP governance involves decoupling regional economic and social development from resource and environmental deterioration. In conclusion, this research framework proposed from the researcher's perspective aims to provide policymakers and managers with a systematic strategy for RRP governance.</p>
