<p>The term <i>Threat Perception</i> is predominantly used in international relations to interpret the communications and actions of an adversary. The following study is based on Norway’s perception of the Russian Federation and China’s growing strongholds in the Arctic. The paper presents Norway’s Threat Perception in the Arctic through the evaluation of Norwegian <i>Focus.</i> Norway’s perception of Russia and China has been chosen as the title due to frequent mentions of these two stakeholders in the <i>Focus</i>. Norway’s main source of threat is assumed to be Russia, as there are some fundamental differences between Norway and Russia in the region. The following paper assesses Norway’s threat perception in the Arctic based on two variables: Russian dominance in the High North and China's growing presence in the region. The paper aims to discover the major areas that pose a threat to Norway in the Arctic. The paper also evaluates the reasons behind such a perception of Norway. Quantitative content analysis and thematic content analysis were used to assess the Focus from 2017 to 2024. The Paper concludes that Russian military strength and Chinese cooperation with Russia in the Arctic are major sources of Norwegian threat perception.</p>

摘要
