Quantitative evaluation of agricultural carbon emission reduction policies based on policy modeling consistency index model—evidence from China

Perfect policy system support plays an essential role in achieving efficient outcomes, while policy evaluation provides the theoretical basis for revising policies. The present work introduces the Policy Modeling Consistency Index model for evaluation of 9 agricultural carbon emission reduction policy samples quantitatively. This analytical model focuses on identifying policy deficiencies while simultaneously shedding feasible light on the improvement of future policy frameworks. The findings indicate that the model scores of 9 policy samples were 4.37–6.61. Based on the scoring results, among the 9 policy samples, 5 policies are evaluated as having a good rating (6.61, 6.48, 6.36, 5.61, 5.36), whereas 4 policies are evaluated as having an acceptable rating (4.97, 4.83, 4.57, 4.37). For the 9 policy samples, the average score is 5.46. The present study also examined heterogeneities between the first- and last-ranked policies (Policy 8 and Policy 2, respectively). According to the findings, the current policies could be further improved with regard to the policy issuing agency structure, policy design, and policy function. The results help comprehensively understand the advantages and disadvantages related to a single China’s agricultural carbon emission reduction policy. This study puts forward specific policy recommendations for enhancing China’s agricultural carbon emission reduction policy quality.
