<p>Under the background of “new six industries”, whole industry chain development is one of the important ways to sustainable development of resource-oriented rural. This paper takes the sustainable development model of resource-based rural as the research object, and on the basis of constructing the evaluation index system of this model, introduces the three industries integrated development index as the core variable of the System Dynamics(SD)model for evaluation. Through sensitivity analysis, the key factors affecting the development of the model are diagnosed and identified, and they are used as the regulating variables in the SD scenario analysis. Taking into account the difficulty of implementing various scenario combinations, the TOPSIS model was introduced to quantitatively analyze and select appropriate scenarios for the sustainable development model of resource-based rural. It is found that during the period of 2023–2030, the suitable development range for pomegranate planting area is 10.71–12.6&#xa0;million mu, the suitable development range for the growth rate of gross output value of the secondary industry is 6.18-7.00%, the suitable development range for the urban registered unemployment rate is 2.47–2.14%, and the suitable development range for the coefficient of tourism is 5.0-6.8. The methodological system constructed in this paper can provide methodological support for similar studies, and the conclusions of the study can also provide reference for local governments to formulate policies for the integrated development of the three industries.</p>
