Independent innovation and collaborative innovation: exploring the impact of digital technology transfer on green innovation from the perspective of innovation element flow

With the intensification of environmental pollution and the widening gap in digital technology between cities, digital technology transfer (DTT) is seen as an important way to narrow the gap and enhance green innovation (GI). However, there has been a lack of systematic empirical research on the impact of DTT on GI and its underlying mechanisms. This study refines GI from two dimensions: independent innovation and collaborative innovation, examines the influence of DTT on GI, and analyzes its mechanism from the perspective of innovation element flow, using panel data from 279 cities in China between 2011 and 2020. The findings are as follows. DTT not only enhances green independent innovation but also fosters green collaborative innovation. It can significantly promote R&D personnel flow and R&D capital flow, thereby boosting both types of innovation. Public environmental supervision can positively moderate the beneficial impact of DTT on GI, whereas government environmental regulation shows a negative moderating effect. Whether it is independent innovation or collaborative innovation, DTT has a more significant positive effect in eastern China, regions with a high level of digital economy, and high level of environmental pollution. The impact of DTT on green independent innovation and green collaborative innovation shows a significant asymmetry. The marginal effects of DTT on both increase continuously as the quantiles rise. The findings provide critical insights for policymakers aiming to optimize DTT strategies to enhance green innovation and foster sustainable development.
