The impact of watershed ecological compensation mechanism on bird biodiversity: Evidence from Chishui River Basin

The watershed ecological compensation mechanism (ECM) is an economic tool to address the pollution issue in rivers that flow through multiple administrative regions by compensating the party that takes actions to successfully mitigate water pollution. This study utilizes the classic difference-in-differences method and intensity difference-in-differences method to quantify the impact of the ECM in Chishui River Basin, the first ECM pilot program involving three provinces in China, on the change of county-level bird biodiversity from 2015 to 2023. The results show that the implementation of ECM increases the bird abundance by 131.8-139.1% on average, mainly through increasing the vegetation coverage. This positive impact of the ECM is more profound in mid- and high-weight and non-endangered bird species. Rooted in China’s unique governance structure and social culture, this study provides insights for the success of ECM in biodiversity conservation and might be generalizable in other countries or regions.
