“Spillover effect” or “siphoning effect”: exploring the pathways of data factor aggregation empowering carbon unlocking under the dual environmental regulation framework — a perspective based on threshold and spatial spillover effects

Against the backdrop of the ongoing technological revolution, and to ensure the stable advancement of ecological civilization, data factor aggregation has emerged as a central mechanism for promoting environmental protection and ecological governance. Breaking the link between economic development and carbon emissions is a crucial lever for achieving the dual carbon goals. Consequently, investigating the influence of data factor aggregation on the level of carbon unlocking (CUL) development holds significant academic and practical value. This study collects relevant data from 30 provinces, municipalities, and autonomous regions in China for the period 2010–2022 and constructs threshold effect and spatial spillover effect models. This study explores the impact mechanism through which data factor aggregation influences the level of CUL development, framed within the context of dual environmental regulations. The conclusions drawn are as follows: (1) The aggregation of data factors significantly enhances the level of CUL development. (2) Formal environmental regulations create a single threshold effect in the impact of data factor aggregation on CUL; Informal environmental regulations generate a dual threshold effect in the impact of data factor aggregation on CUL. (3) The local level of CUL development demonstrates a significant positive spillover effect; however, data factor aggregation in neighboring regions inhibits the enhancement of the local CUL development, displaying a siphoning effect.
