<p>Nitrogen pollution is one of the most challenging environmental problems in Brazil, driven by a substantial increase in reactive nitrogen emissions over recent decades. These emissions arise from productive activities that meet the growing demand for food, energy, and housing, leading to unsustainable nitrogen management in the country. Given the diverse sources of reactive nitrogen and their widespread impacts, effective nitrogen policies must be coherent to promote synergies and avoid pollution swapping. This study conducts a novel assessment of current nitrogen-related policies in Brazil using the Policy Coherence Analytical Framework (PCAF) to evaluate their coherence (or the lack thereof) and potential influence on the development of an integrated nitrogen policy approach. The analysis, which examined nineteen federal policies, reveals a predominance of positive interactions, with many policies demonstrating enabling, reinforcing, and indivisible synergies. However, negative interactions were identified between policies that promote fertilizer use, such as the National Fertilizer Plan, and environmental policies aimed at reducing nitrogen emissions. To develop an integrated nitrogen policy approach, it is recommended to update, adapt, or reformulate policies to include concrete measures that support sustainable nitrogen management and prevent conflicts with other nitrogen-related regulations.</p>
