<p>The asynchronous process of industrialization and informatization in developing countries has brought dual impacts on low-carbon transformation, but its mechanism in the leapfrog development model has not been systematically studied. This study takes the uneven regional development in China as a natural experimental field and empirically analyzes the mechanism of the effect of indicators such as asynchrony between industrialization and informatization (AII) on carbon emissions (CE). Based on panel data from 30 provinces, this study constructed three asynchronous indices: AII, asynchrony between urbanization and informatization (AUI), and asynchrony between industrialization and urbanization (AIU), and tested them using spatial econometric models. Research has found that: (1) for every unit increase in the asynchronous degree between industrialization and informatization, the CE can be reduced by 1.0261 units through green innovation channels; (2) The government’s fiscal absorption capacity can enhance the emission reduction effect of AII; (3) The central and western regions are more sensitive to the emission reduction response of AII; (4) The urbanization process will change the pathway of AII, where AUI and CE exhibit an inverted U-shaped relationship, and AIU and CE exhibit an N-type relationship. This confirms the promoting effect of rational layout of information construction in traditional industrial areas on green innovation in the central and western regions. It is suggested that local governments dynamically adjust their fiscal policies in conjunction with carbon reduction targets, and transform asynchronous development into advantages for green transformation. This study provides a new perspective based on asynchronous processes for formulating differentiated dual carbon policies.</p>
