Can agricultural socialized service pilot policies promote green agricultural development?— Evidence from a quasi-natural experiment in China

Advancing China’s Agricultural Socialized Services (ASS) system represents a pivotal route toward green transformation and high-quality growth in China’s agricultural sector. However, limited attention has been paid to the actual effectiveness and underlying mechanisms of the ASS pilot policy in fostering green agricultural development. This study uses panel data from 31 provinces in China from 2009 to 2022 and applies the staggered difference-in-differences (DID) approach and the SBM-GML index system to assess how the ASS pilot policy affects Agricultural Green Total Factor Productivity (AGTFP). Empirical analysis confirms that the ASS pilot policy significantly enhances AGTFP, with an increase of approximately 12.1%, where technological progress and scale operations play a key mediating role. Heterogeneity analysis shows stronger effects in non-grain-producing regions (18.6%) and among small and medium-scale farming entities (12% and 31.9%, respectively), while no significant differences are observed across eastern and western regions. These findings extend the analytical framework for green agricultural development and yield valuable theoretical and policy insights for optimizing ASS policy to advance a modern agricultural system balancing efficiency and ecological sustainability.
