Does biased technological progress effectively promote the green development of Chinese cities? - A perspective based on contribution

Against the background of escalating resource and environmental constraints, investigating the actual influence of biased technological progress (BTECH) on China’s economic green development (EGD) and quantifying its contribution level hold crucial significance for the green transformation with Chinese development characteristics. By using the DEA-Malmquist method, this study calculates the level of EGD and BTECH. From a contributing perspective, this study quantitatively investigates the position of BTECH in China’s EGD. The findings indicate that (1) China’s EGD demonstrates a fluctuating upward tendency and is decreasing in the order of eastern, central and western regions. (2) BTECH facilitates the green growth of Chinese cities, with a tendency of sequential improvement in the eastern, central, and western areas. Among them, the average contribution of input-biased technological progress (IBTECH) is greater than that of output-biased technological progress (OBTECH), with the former contribution trending upward and subsequently downward. (3) BTECH promotes EGD of both resource-based and non-resource-based cities, with a stronger influence in resource-based cities. The promoting effect of BTECH exhibits a U shape with the evolution of resource-based cities. (4) The contribution of BTECH also varies significantly with different city sizes, showing an inverted U shape as the city size expands. Therefore, enhancing the level of IBTECH and strengthening the role of OBTECH are the key paths to coordinating economic growth and environmental protection.
