<p>Mitigating global warming requires developing effective carbon emission reduction strategies. Considering the compensatory role of terrestrial carbon sequestration, a carbon emission allocation scheme at a county scale was proposed, based on the entropy method and the Zero-Sum Game Data Envelopment Analysis (ZSG-DEA) model. The results revealed that the carbon emission allocation exhibits high along the coastal while low inland in the Yangtze River Delta (YRD). The total carbon emissions quota in the YRD is 271.04 Mt in 2030. Counties with high carbon emissions quota tend to have a high carbon emission allocation, while regions with tight carbon emissions quota are more influenced by industrial activities. Without considering carbon sequestration, the carbon emissions quota in the YRD would decrease to -208.36Mt, representing a total reduction of 176.86%. Additionally, the counties with weak carbon sequestration benefit more from carbon emissions quota without considering the heterogeneity of carbon sequestration. These findings offer insights for achieving carbon emission allocation at a refined administrative scale and implementing carbon reduction goals.</p>
