Analysis of science and technology innovation capabilities and influencing factors of the five less-developed provinces of Northwestern China

Understanding the development of Science and Technology Innovation (STI) capacity in economically underdeveloped regions, as well as identifying key influencing factors, is crucial for advancing regional STI and guiding effective policymaking. The five provinces in northwestern China—Shaanxi, Gansu, Ningxia, Qinghai, and Xinjiang—constitute a key hub for the Belt and Road Initiative (BRI) and exemplify regions with persistently underdeveloped economies. However, comprehensive assessments of innovation development characteristics and trends in these areas remain scarce. To bridge this gap, this study applies a combined Entropy Weight–TOPSIS–Gray Correlation analysis and the TF–IDF technique to evaluate regional innovation capacity in these provinces from 2016 to 2020. It further investigates interprovincial disparities in innovation capacity among the provinces and identifies the core driving factors behind these differences. The findings reveal that: Those market-oriented technological outputs have played a significant role in strengthening regional innovation capacity, while the influence of innovation inputs has diminished in recent years; Local R&D institutions, higher education institutions, and high-tech enterprises with R&D capabilities constitute key pillars of innovation platforms; Shaanxi Province stands out as the leading innovation center in the region; The strategic priorities outlined in the 14th Five-Year Plan underscore the distinct developmental focuses of each province. Finally, the study recommends that provinces focus on addressing critical innovation bottlenecks, particularly in areas of high strategic importance but currently low development, to effectively enhance regional STI growth.
